Pack sheet 07. Sections 1–8 are the standard order. For an RFP response, keep the compliance matrix and lead with §2 so the evaluator sees the requirement restated before the solution. For an unsolicited budgetary proposal, drop §6 and shorten §2 to a paragraph. Never remove the “budgetary, ±15%” qualifier from §4 unless the price is fixed and dated.
